The Sangguniang Bayan Office is tasked to formulate resolutions and ordinances that are beneficial to its constituents.

Its primary function is to provide services to the municipal government such as the enactment of ordinances, approve resolution and appropriate funds to the general welfare of the municipality and the local residents and in the exercise of the corporate powers of the municipality.

The objectives of the office are as follows: to provide legislative directions of the municipal government in coordination with the chief executive, to ensure effective policy-making procedures, to support the efficiency of the government administration, to adopt measures that will provide more security to the people against lawless elements, to assist the local executive in implementation of socio-economic development program, to ensure the financial stability of the municipal government through adoption of more tax collection system.

The Sangguniang Bayan Office is one of the branches of the Local Government Unit, called the Legislative Department. It is headed by the Vice Mayor with eight (8) councilors and two (2) ex-officio members, the ABC President and the SK Federation President. Their powers, duties and functions are based on Section 16 of the Local Government Code of 1991 and in the proper exercise of the corporate powers of the municipality as provided for under Section 22. The Secretariat of the Local Legislative Council is headed by the SB Secretary, shall keep and secure all municipal ordinances and resolutions passed and approved and provide clerical and technical support together with other staff.

The Sangguniang Bayan Office approved 9 Ordinances and 131 Resolutions

The Sangguniang Bayan Office held a Recognition Day in coordination with the Office of the Mayor last May 16, 2014 with a theme “Ipagmalaki, Taas Noo Galing ng Lahing Teresaño”. A total of 142 students from elementary, high school,college with honors and awards, Board and LET Passers were recognized. A joint celebration of 14thCouncilors’ Week and 21st National Crime Prevention Week was celebrated on September 1-7, 2014 with a theme “Revisiting and Assessing the Trends and Challenges in Local Governance” and several activities are Thanksgiving Mass, Pinoy Games,4×4 Off Road Challenge and Ball Games, School Visit in May-Iba Day Care Center, Abuyod National High School, Prinza Elementary School and QutierioElementary School, Farm Visit in Acme Farm and Foremost Farms Inc. at SitioPantay, Barangay Dalig,Teresa, Rizal, Industrial Visit in Republic Cement Corporation-RCC Teresa Plant (La Farge), First Philippine Teresa Rubber Inc. (FPTRI), Teresa Marble Corporation (TMC) and Teresa Manufacturing Trading Corporation (TMTC),Tree Planting Activity in Material Recovery Facility (MRF) at SitioPantay Barangay Dalig, Teresa Rizal. Also, they conducted an Information Dissemination and Lecture Forum on the Awareness & Prevention on All Forms of Violence & Abuses against Women and Children.

The Sangguniang Bayan Office held Recognition Day last May 11, 2012. A total of 98 students from elementary, high school, college with honors and awards, Board and LET Passers were recognized. Councilors’ Week was also celebrated on May 1-7, 2012 and several activities are farm visit in Coral and Quezon Farm at Sitio Pantay, Barangay Dalig, industrial visit in 1st Philippine Teresa Rubber and Earth Management and Recycling Technologies, Inc., at Barangay May-iba were conducted. Also, gift-giving was held at Sitio Gulod Bayabas, Barangay Bagumbayan and at Sitio Urban Poor, Barangay Prinza. They also attended/participated the Education Summit held on August 2012.
